Scottish Fire and Rescue Service
The Police and Fire Reform (Scotland) Act 2012 dissolved the eight former police and fire areas in to a single service for all of Scotland. Following from this, a new organisational structure for Fire and Rescue Services was created, which is now comprised of fourteen Local Senior Officer Areas and three Service Delivery Areas. Local Senior Officer Areas are based on aggregations of Local Authority areas (defined by Ordnance Survey BoundaryLine), and remain in alignment with Local Authorities as these change.

The Police and Fire Reform (Scotland) Act 2012 dissolved the eight former police and fire areas in to a single service for all of Scotland, effective from April 1st, 2013. Scottish Fire and Rescue Service boundaries were defined as aggregates of Local Authority areas (as in Ordnance Survey BoundaryLine). Changes to boundaries are made either by an administrative area review to Local Authorities, or by approval from the Fire and Rescue Authority. Local Senior Area Officer and Service Delivery Areas have been assigned GSS (Government Statistical Service) codes in the S39000000 and S40000000 format, respectively.
Current Local Senior Officer Area boundaries are aggregated from Local Authorities in the following manner:
• Aberdeen City, Aberdeenshire and Moray
• Argyll and Bute, East Dunbartonshire and West Dunbartonshire
• Dumfries and Galloway
• Dundee, Angus, Perth and Kinross
• East Ayrshire, North Ayrshire and South Ayrshire
• East Lothian, Midlothian and the Scottish Borders
• East Renfrewshire, Renfrewshire and Inverclyde
• Edinburgh City
• Falkirk and West Lothian
• Fife
• Glasgow City
• Highlands
• North Lanarkshire and South Lanarkshire
• Stirling, Clackmannanshire, and Fife
• Western Isles, Orkney and Shetland Islands
For Service Delivery Areas, the aggregation is as follows:
• East: East, West and Midlothian, Scottish Borders, Edinburgh City, Falkirk, Fife, Stirling and Clackmannanshire
• North: Aberdeen City, Aberdeenshire, Moray, Dundee, Angus, Perth and Kinross, Highlands, Western Isles, Orkney and Shetland Islands
• West: Argyll and Bute, East and West Dunbartonshire, Dumfries and Galloway, East, North and South Ayrshire, East Renfrewshire, Renfrewshire, Inverclyde, Glasgow City, North and South Lanarkshire
A summary of amendments affecting Fire and Rescue boundaries is as follows:
Effective 2018-02-02 (SSI 2017/430):
• Keltybridge and Fife Envirnonmental Energy Park at Westfield
Effective 2019-04-01 (SSI 2018/308):
• Local Authority boundary change at Cardowan
Effective 2019-09-16:
• Stirling and Clackmannanshire SFRLSO and Fife SFRLSO merge.
Effective 2021-07-31:
• Aberdeen City SFRLSO and Aberdeenshire and Moray SFRLSO merge.
• North Lanarkshire SFRLSO and South Lanarkshire SFRLSO merge.
Effective 2022-03-31:
• Addition of Scottish Fire and Rescue Service Local Senior Officer Areas (SFRLSO) acronyms.
The dataset covers all of Scotland, and is coterminous with Local Authorities (OS BoundaryLine October 2021).
