The Cairngorms National Park Core Paths Plan (CNPA CPP) was prepared by Cairngorms National Park Authority (CNPA) under sections 17 to 22 of the Land Reform (Scotland) Act 2003 as part of their statutory duty as an access authority. CNPA undertook an exercise over several years auditing existing path information, and holding workshops with local communities, to collate and capture the lines of all known and desired paths within the Cairngorms National Park (CNPA) area. The results of this audit were captured on Ordnance Survey (OS) 1:10,000 scale base maps during 2006 and 2007. Each path was assessed by the CNPA access team using the criteria outlined in the CNPA CPP consultative draft 2008. The resultant proposed core paths underwent a formal public consultation in April 2008 and the Draft CPP with representations was finalized in October 2008. The path data was then matched to OS 1:25,000 scale base maps to produce the maps used in The CNPA CPP consultative draft 2008. These maps showed the proposed core paths and the other paths captured during the audit. Following the resolution some of remaining objections to the plan, the plan was deposited with the Scottish Government in March 2009 resulting in a public Local Inquiry. The first CNPA CPP was formally adopted by the CNPA board on 19th of March 2010. The review of the CNPA CPP commenced in 2013 with a series of engagement exercises involving the local access forum, CNPA staff and other interested parties in conjunction with the development of the Cairngorms Local Development Plan. Suggested changes, additions and deletions were marked on paper maps. The revised Draft CNPA CPP was subject to a formal consultation in May 2013. The results of the consultation were assessed, and amendments made to the proposed changes. The remaining objections to the plan were submitted to the Scottish Government in March 2014, and a reporter was appointed to hold a public local inquiry in April 2014. The Scottish Government directed the CNPA to adopt the revised CPP in January 2015. The revised CNPA CPP was formally adopted by the CNPA Board in March 2015. Core Paths data was notified to the Ordnance Survey under “Presumption to Publish” by the Improvement Service on January 2024 and can now be shared under Open Government Licence terms.
